Astra 1.9cdti p0002 high pressure rail

I have swapped engines in my neighbors astra h, it was a 1.7cdti but swapped to a 1.9cdti (150bhp) all wiring looms were swapped and the low pressure fuel pump was also fitted as the 1.7 engine never had a fuel pump in the tank. Problem now is after running for 15 to 20 seconds the pressure in the high pressure rail shoots up and the car goes to limp mode, with the error code p0002 high pressure out of range, the live data says wanted pressure of 27 but the actual pressure sits at 27 to 30,...
